ANII (Agencia Nacional de Investigación e Innovación) offers doctoral scholarships for strategic areas, intended for Uruguayan citizens or foreign residents in Uruguay. The program provides funding for doctoral studies abroad at international universities. Applicants can choose between two options: proposing their own doctoral program at a country or university not included in existing cooperation agreements, or selecting a doctoral program related to one of the cooperation agreements associated with the call. Each applicant may submit only one application to the call, and it is required to be enrolled or accepted in a doctoral program abroad. The scholarships are governed by the National Scholarship System Regulations dated March 29, 2023, which among other aspects establishes return obligations and the period of permanence in Uruguay. The program has cooperation agreements with universities in Germany, Argentina, Australia, Brazil, Canada, Chile, Spain, Finland, France, and the United Kingdom, offering additional benefits and requirements for conducting doctoral studies in these locations.
