All submissions must have a 2025 copyright date and are evaluated by a committee of distinguished historians. Presses are required to submit nominations and a copy of the volume to each member of the award committee by the postmark deadline. Recipients are notified at the end of August each year. The award is named after Dwight L. Smith, a historian who became an expert on the American West and an early advocate of studying Native American and African American history.
