The Federation of PEI Municipalities - Gilbert C. Bell Memorial Award is awarded to a full-time undergraduate student who exemplifies an interest in a career in Public Administration, is majoring in Political Science, and obtained the highest average in their previous year. This award was established in tribute to Gilbert C. Bell's exemplary service to the Federation of PEI Municipalities, serving as President of the Federation in 1961-62 when he was the Mayor of the Town of Borden. The Federation of PEI Municipalities held its first meeting in 1957 for the purpose of forming a "Union of Local Authorities" for the province of Prince Edward Island, with objectives to guide and improve legislation upon municipal issues, promote united action on matters of municipal concern, and foster a fraternal spirit among members.
