Proposals must provide a clear rationale for the need for US-German collaboration, including the unique expertise and synergy that the collaborating groups will bring to the project. The lead agency (either NSF or DFG) is determined by where the largest proportion of research lies, and the results of the review process are shared among the appropriate divisions before making final recommendations.
