The automatic purchase scheme for new Norwegian fiction for adults is managed by the Norwegian Arts Council (Kulturrådet). This program acquires Norwegian fiction books for public libraries throughout Norway. Publishers submit books to be delivered to libraries on the publication date, with the application reviewed afterward. The scheme aims to ensure that new Norwegian fiction for adults is created, published, distributed, and read. The Arts Council sets minimum requirements for the quality of the books and the professionalism of the publication. Together, all purchased books should contribute to a broad diversity in Norwegian literature. Books registered in the scheme are distributed to public libraries throughout Norway on the publication date, both as printed books and e-books. Payment is made in advance before the application is fully processed, including an author honorarium and publisher portion. If the application is rejected, the publisher must repay the funds, though authors retain their honorarium. Libraries are responsible for maintaining and providing access to purchased books and e-books for at least five years.

Review process

Books are evaluated by expert panels for prose, poetry, or drama appointed by the Arts Council for two-year terms. Panels assess whether the book is a cohesive literary work with sufficient artistic, linguistic, and craftsmanship quality and has undergone necessary editorial work. Consultants may be involved for specialized evaluations.
