Spillemidler til kulturarenaer is a funding program managed by Agder fylkeskommune (Agder County Council) that supports the construction of suitable premises, buildings, and outdoor arenas for diverse cultural activities with a focus on participation and dissemination of arts and culture. The program is part of a national scheme administered by county councils since 2010 as part of Norway's governance reform. Grants can be provided for cultural arenas, cultural centers, multipurpose facilities, or specialized premises for arts and culture, including the establishment of non-denominational ceremony rooms. The facilities must function as cultural meeting places for all groups and remain open to all lawful cultural activities without religious, social, or political restrictions. Recipients are required to maintain the facilities for cultural purposes for 20 years, and any change in use requires written approval from the county council.
