The program allocates funds to school principals (municipalities, independent schools, and state schools) who then distribute salary increases to qualified teachers. Teachers must meet specific criteria including holding teaching certification, dedicating at least 75% of their work time to teaching or pedagogical tasks, and demonstrating special qualifications such as taking responsibility for developing teaching through collegial learning, supporting new teachers, or handling particularly complex teaching situations. The salary increases must be between 2,500 and 3,500 SEK per month on average for all teachers receiving the grant. The grant includes coverage for social fees (42% of salary increase). Recipients continue in their regular teaching positions while receiving the supplemental salary increase, which is paid out monthly alongside regular salary.
