Payment is made when the residence is occupied and the applicant has submitted a change of address notification. For those planning to build new homes, a binding advance commitment can be provided if construction is completed and the owner moves in within one year. The grant requires a minimum residency commitment of 5 years in the unit that triggered the grant approval. If recipients move before the 5-year period ends, they must repay the grant proportionally at a rate of 1/5 per year for the remaining time.
