This grant program supports collaboration between Oslo's city districts (bydeler) and voluntary organizations to prevent hate, prejudice, and discrimination. The program was established in response to concerns expressed by residents, particularly Muslims and people with multicultural backgrounds, following the murder of Tamima Nibras Juhar. The funding totals 800,000 NOK for distribution in 2025. The grant aims to strengthen the role of city districts in collaboration with the voluntary sector through their presence in local communities and their contact with volunteers. Projects must be collaborative initiatives between districts and voluntary organizations that contribute to safe meeting places, promote diversity, and counteract discrimination and racism. Only city districts can apply for this grant, but applications must be in partnership with voluntary organizations in the district. The initiatives must be implemented in 2025 and/or 2026. Funds cannot be redistributed directly to voluntary organizations without district involvement, though they can support ongoing projects that meet the program's purpose if the funds help expand or further develop the project. Recipients must submit reports on implementation and accounting within 6 weeks after completion or by December 10, 2026 at the latest. The program is grounded in Oslo municipality's action plans including 'Ord betyr noe' (Words Matter) and 'Stolt og fri' (Proud and Free), as well as measures to promote safe environments in municipal youth clubs in collaboration with external civil actors.
