The Wisconsin Towns Association, in partnership with Rural Mutual Insurance Company and Scott Construction, Inc., offers ten scholarships through an annual essay contest. Applicants must graduate from a Wisconsin public or private high school in 2026 and plan to attend a Wisconsin public or private college or university in 2026. Essays are judged independently on originality, subject matter in relation to the topic, correct spelling, grammar, and punctuation. The 2026 essay topic is: 'What strategies can be implemented by local government officials in collaboration with citizens to encourage and maintain civility?' Judging will be completed by August 10, 2026, with recipients announced by August 24, 2026. Proof of enrollment in a Wisconsin public or private college is required to receive the scholarship.
