This project grant program aims to revitalize and develop the Kven language and promote Kven/Norwegian-Finnish culture in Norway. Funding is available for projects focused on language revitalization, cultural promotion, strengthening identity among youth, documentation and dissemination of knowledge about Kvens and Norwegian-Finns, and cross-border projects related to Kven language and culture. The program targets voluntary organizations, private individuals, municipalities, institutions, and enterprises. Projects must be time-limited with clear start and end dates, and must have the purpose of strengthening Kven language and Kven/Norwegian-Finnish culture in Norway.

Gjennom denne ordningen vil Finnmark fylkeskommune gi tilskudd til mindre, avgrensede tiltak innenfor kunst- og kulturfeltet med særlig fokus på kulturfrivillighet og samarbeid mellom profesjonelle og frivillige aktører. Tilskudd gis kun for ett år av gangen, og tiltak som får støtte skal bidra til å ta vare på og videreutvikle kulturlivet i Finnmark, herunder kvensk, samisk og nordnorsk kultur. Det kan gis tilskudd til tiltak innen scenekunst, musikk, litteratur, visuell kunst, kulturarv med mer. Ordningen prioriterer tiltak som har regional relevans gjennom samarbeidspartnere eller deltakelse fra flere kommuner, tiltak initiert av frivillige aktører, tiltak som kobler sammen frivillig og profesjonelt kulturliv, samt tiltak som inkluderer flere perspektiver og fremmer mangfoldet i kulturlivet.

The grant program supports the establishment and operation of language and cultural centers and Kven newspapers to revitalize and develop the Kven language and promote Kven/Norwegian-Finnish culture. The scheme aims to ensure predictable operational frameworks for these organizations, enabling them to contribute to language and cultural preservation. The program specifically emphasizes promoting Kven language and Kven/Norwegian-Finnish identity among children and young people. Applicants can receive support for daily operations, content production, and core language and cultural activities. Organizations must demonstrate professional operations, long-term goals, sound financial management, and organizational models that ensure continuity independent of individual persons.

This grant program supports the artistic production and presentation of theater in the independent performing arts field in Norway. It provides funding for professional performing arts practitioners, producers, production environments and other entities within the performing arts sector. The program aims to stimulate and strengthen artistic development and production of professional dance, theater and other performing arts. Funding can be provided for single projects or multi-year project support for up to four years. The program requires that productions be shown publicly and supports various costs including salaries and fees for artists, production expenses such as logistics, venue rental, technical equipment, materials, administrative costs, and producer work related to tour planning and distribution. From autumn 2025, the program has been expanded to include incentive funding for new dramaturgy, allowing applicants to apply for up to 180,000 NOK towards co-financing of playwright fees as part of a theater production project. Dramaturgy is understood as a collective term for various texts written for scenic performance, excluding dramatizations of existing text material. The text must be a premiere performance and written in a language covered by the Language Act, including Bokmål, Nynorsk, Sami languages, Kven, Romani, Romanes or Norwegian sign language.

This grant supports literary projects for books in Norwegian, Sami, or national minority languages (Kven, Romani, and Romanes). The purpose is to enable the initiation, development, and accessibility of projects that increase breadth and quality in the literary field in Norway. Literary publications can be in written, oral, or digital form. The scheme supports various activities including editorial initiatives for translated literature, critical text work on Norwegian or Sami classics, recruitment of literary voices and diversity expansion, translation to Norwegian of literary works by minority language authors residing in Norway, translation of works written in Sami languages, literary projects in national minority languages, literary projects by or for persons with disabilities, distribution of minority language literature and accessible literature, and publication of non-fiction literature on literary themes. The grant does not typically provide full financing, and applications are evaluated by an expert committee that considers artistic and professional content, project quality, relevance to the scheme's purpose, and feasibility.

This operational grant supports voluntary organizations working to strengthen the culture, language, and self-organization of national minorities in Norway. The scheme aims to strengthen national minorities' culture, language, and self-organization, with a goal that national minority organizations can promote their interests to various authorities. The five recognized national minorities in Norway are Jews, Roma, Kvens/Norwegian Finns, Romani people/Travelers, and Forest Finns. Organizations must have a membership base in a national minority, work to promote their interests and rights, preserve and develop their culture, identity, language, tradition and cultural heritage. The grant provides operational support for one year as part of the overall financing of the organization. Priority is given to organizations with high membership numbers, active local chapters, and activities that fulfill the scheme's purpose, with particular emphasis on youth organizations or activities for children and young people.
