This is an automatic purchase scheme for new Norwegian fiction for children and young people to be distributed to public libraries. The Norwegian Cultural Council (Kulturrådet) purchases books that meet quality standards to ensure new Norwegian literature for children and young people is created, published, distributed, and read. Publishers submit books before publication, and if accepted, books are delivered to libraries on the publication date. The Cultural Council pays both the publisher portion and author royalties upfront, before the final decision. If the application is rejected, the publisher must repay both portions (though the author retains their royalty). The scheme evaluates books based on their literary quality, editorial work, appropriateness for the target audience, and contribution to diversity in Norwegian literature. Books can be novels, short stories, poetry, drama, picture books, or other fiction works written in Norwegian or translated from Sami or national minority languages.

The automatic purchase scheme for new Norwegian fiction for adults is managed by the Norwegian Arts Council (Kulturrådet). This program acquires Norwegian fiction books for public libraries throughout Norway. Publishers submit books to be delivered to libraries on the publication date, with the application reviewed afterward. The scheme aims to ensure that new Norwegian fiction for adults is created, published, distributed, and read. The Arts Council sets minimum requirements for the quality of the books and the professionalism of the publication. Together, all purchased books should contribute to a broad diversity in Norwegian literature. Books registered in the scheme are distributed to public libraries throughout Norway on the publication date, both as printed books and e-books. Payment is made in advance before the application is fully processed, including an author honorarium and publisher portion. If the application is rejected, the publisher must repay the funds, though authors retain their honorarium. Libraries are responsible for maintaining and providing access to purchased books and e-books for at least five years.

This grant program provides stimulus funding for fiction writers residing in Northern Norway through the Literature Strategy for Northern Norway 2022-2025. The program is part of the North Norwegian Culture Agreement, which seeks to develop sustainable collaboration between literature communities and libraries in Northern Norway, and strengthen the production and dissemination of North Norwegian literature. The funds are allocated to fiction writers who are members of at least one author organization and have at least one title purchased through the cultural fund scheme. The grants are primarily intended for dissemination, development, and travel related to writing processes, though other applications may also be considered. Recipients of the grant must report afterwards on how the funds were used.

De nordnorske fylkeskommunene deler ut to årlige arbeidsstipend på 100 000 kroner hver. Stipendene skal gi forfattere bosatt i Nord-Norge økonomisk støtte til å skrive skjønnlitteratur. Det ene stipendet går til en forfatter med voksne som målgruppe, det andre tildeles fortrinnsvis en forfatter med barn og unge som målgruppe. Litteraturstrategi for Nord-Norge legger vekt på økt produksjon av kvalitetslitteratur i Nord-Norge. Samtidslitteraturen er av vesentlig betydning for hvordan landsdelen viser seg fram og ser seg sjøl. God skjønnlitteratur skaper stolthet, tilknytning og oppmerksomhet til landsdelen. Søkere må være bosatt i Nord-Norge og enten være innkjøpt av Norsk kulturråd eller medlem i en forfatterorganisasjon. Teksten som utarbeides må være skjønnlitterær.

Litteraturstrategi for Nord-Norge legger vekt på økt produksjon av kvalitetslitteratur i Nord-Norge. I den forbindelse har de nordnorske fylkeskommunene opprettet to årlige arbeidsstipender på 100 000 kr hver, som forfattere kan søke på. Dette er et arbeidsstipend for forfattere bosatt i Nord-Norge som oppfyller visse kriterier. Søkerne må skrive skjønnlitteratur og må enten være innkjøpt av Norsk kulturråd eller medlemmer i en forfatterorganisasjon. Søknaden skal inneholde et upublisert tekstutdrag på inntil 15 sider samt informasjon om prosjektet tekstutdraget inngår i. Søkeren må også legge ved relevant CV og beskrive hvordan stipendet skal brukes.
