The program emphasizes high-quality applications due to its open-ended nature and fewer predefined criteria. Eligible applicants include public institutions, voluntary organizations, and private actors, with the requirement that participating municipalities must be enrolled in the broader inclusion scheme. The funding aims to prevent children and young people from experiencing social exclusion due to risk factors such as growing up in low-income families, lacking social networks, limited school/work connections, or minimal participation in leisure activities.

This grant supports the establishment, development, and operation of youth clubs, community centers, or similar open meeting places for young people aged 10-24 years. The funding is designed to create social arenas where children and youth, regardless of background, can meet regularly and participate on equal terms. An open meeting place should be a low-threshold offering of an open character, where participants do not need to register in advance and can 'drop by'. The venue may include activity offerings such as cooking, homework help, various group activities, excursions, workshops, and cultural events. There must be adults present who ensure safe and good frameworks for the meeting place and the activities offered there. The program targets children and youth at risk of social exclusion, including those growing up in low-income families, lacking social networks, lacking connection to school or work, or lacking participation in leisure activities.

This grant supports municipalities, city districts in Oslo, and county municipalities in hiring youth navigators (ungdomsloser) to provide close and tailored follow-up to young people aged 10-24 years. The goal is to help youth facing challenges in completing their education by increasing school attendance, improving school performance, and supporting them in finishing their educational pathway. Youth navigators work directly with young people on their own arenas (school, home, and leisure time), help them access necessary support services, collaborate with parents and other important people in the young person's network, and ensure that help provided is holistic and tailored. The grant and co-financing are primarily used to pay the salaries of youth navigators, with a limited portion available for necessary administrative costs and expenses for travel and accommodation related to competency-building measures.
