Arenaene skal fungere som kulturelle møtesteder for alle. Søknad om støtte til lokaler for øving og produksjon behandles på lik linje med saler for formidling. Ordningen støtter både nybygging, kjøp og ombygging av kulturarenaer, samt tilrettelegging av eksisterende lokaler for kulturformål. Tilskudd kan gis til flerfunksjonshus, kultursal, øvelokaler, teaterlokaler, formidlingslokaler for visuell kunst, og lokale arenaer som samfunnshus og grendehus som inneholder kulturaktiviteter. Søkere kan være offentlige virksomheter, frivillige organisasjoner, eller andre selskapsformer med ideelt formål. Kun eier av arenaen kan søke om tilskudd. Ordningen administreres av Asker kommune i samarbeid med Akershus fylkeskommune.
