Den kulturelle spaserstokken
Den kulturelle spaserstokken (DKSS) is a funding program channeled through the state's framework grant to county councils, with Innlandet fylkeskommune distributing the funds to municipalities. The program aims to facilitate increased collaboration between the culture and care sectors, enabling the development of quality art and culture projects for elderly people locally across a diversity of genres and expressions. The funds are primarily intended for professional art and cultural dissemination of high quality, preferably in collaboration with art and cultural institutions, artists and other cultural actors at local or regional level. The funding must directly benefit elderly people in the community. All municipalities in Innlandet county that have reported from the previous year's funds and do not have more than 50,000 kroner in reserve fund are eligible to receive funding. The total annual distribution is approximately 2.6 million kroner, allocated first with a fixed grant of 20,000 kroner per municipality, then the remaining amount is distributed based on the number of residents aged 70 and over in each municipality. The funds cannot be used for investments, equipment, administration, planning, or competence development, nor should they replace existing municipal grants or projects already secured with financing. Municipalities must report by February 1st of the following year on activities completed using the county funds, with accounting documentation required.

Since 2020, the county municipality has been responsible for grants for the conservation of medieval ruins. Through these grants, the Cultural Heritage Management aims to achieve ruins with a condition that provides a normal maintenance level (condition grade 1), and desires that all ruins have updated plans for care, maintenance, and monitoring. The grants support long-term and demanding preservation and conservation projects for medieval ruins. Priority is given to conservation projects already underway, as well as projects that ensure competence in conservation and care of masonry across all counties with medieval ruins. Funding is available for conservation, documentation, care/maintenance/monitoring, dissemination, and competence development related to medieval ruins.

Priority is given to traditional craftspeople who will use the grant in connection with work on heritage-worthy buildings or vessels, those early in their careers, and those who share knowledge and competence with others.

This grant supports competence development for actors in vocational education and training in Møre og Romsdal county, Norway. Training companies and collaborative organizations for training companies can apply for funding for competence development activities, while vocational schools receive funding directly based on a distribution key. The grant prioritizes activities that involve collaboration between schools and training companies or examination boards, such as hospitalization arrangements. Priority areas include competence development needs resulting from the renewal of the Knowledge Promotion reform and new curriculum, subject-specific competence needs in various subject areas, and cross-disciplinary competence needs including assessment practices, participation, and learning environments for inclusive practice. Examples of eligible activities include joint gatherings between schools and working life with vocational subjects as themes, instructors in training companies hospitating in schools to learn about assessment practices and guidance, and reciprocal hospitation between instructors and vocational teachers to gain understanding of each other's work environments. Hospitation should be approximately two to five days, with grant recipients receiving 3000 NOK per day.

Møre og Romsdal fylkeskommune offered a grant program for pilot projects to test ABC for good mental health in the voluntary sector in autumn 2025. ABC for good mental health is a national public health campaign that demonstrates how activity, community, and meaning strengthen quality of life and mental health. The goal is to spread knowledge, strengthen local efforts, and make the ABC model more visible and relevant in everyday life – both for individuals and local communities. The grant supports local and regional use of the ABC framework and highlights the value of ABC in the voluntary sector. The program aims to increase competence and awareness in the population, public sector, and organizations about how to take care of and strengthen one's own and others' mental health, spread knowledge about activities that strengthen quality of life and mental health, and strengthen, facilitate, and make visible regional and local opportunities for such health-promoting activity. Five pilot projects were awarded grants totaling 1 million NOK.
Regionale tilretteleggingsmidlar i landbruket
Regionale tilretteleggingsmidlar i landbruket er en støtteordning fra Møre og Romsdal fylkeskommune som skal legge til rette for mer verdiskaping i landbruket gjennom regional næringsutvikling, rekruttering og kompetanseheving. Ordningen støtter prosjekter knyttet til utvikling, rekruttering og kompetanseheving innen landbruk som bidrar til å nå målene i Fylkesstrategi for landbruk i Møre og Romsdal 2023-2026. Søknader kan omfatte tiltak for å øke verdiskapingen fra landbruket, bevare produksjonsareal, øke verdiskaping fra foredling av landbruksråvarer, øke kompetansenivået og innovasjonstakten i landbruksnæring og forvaltning, redusere miljø- og klimautslipp, samt utvikle nye forretningsideer med gårdsbruk som utgangspunkt. Støtten er begrenset til ekstraordinære utviklingskostnader og ikke ordinær drift eller vedlikehold. Tilskuddet fra fylkeskommunen er begrenset til maksimalt 50 prosent av totalkostnad, men i særlige tilfeller kan det tildeles inntil 75 prosent. Kompetansehevende tiltak må være åpne for alle på samme vilkår. Søknader vurderes etter kriterier om kvalitet og innovasjon, effekt og verdiskaping, samt gjennomføring. Søknader på mindre enn 500 000 kroner har ingen søknadsfrist og behandles fortløpende, mens søknader på 500 000 kroner eller mer behandles politisk med fastsatte frister gjennom 2026.
Regionale kulturfond – Arrangement, kompetanseheving og nettverksbygging
Møre og Romsdal fylkeskommune invites a broad spectrum of actors to apply for support for events, competence development, and network building. The projects should contribute to an open, inclusive, and diverse cultural life throughout the county. This scheme provides funding for hiring professional artists and/or other persons with relevant competence. Support is available for courses and competence development, networks, and cultural events. The purpose is to stimulate increased activity and participation in cultural life. With this scheme, the county aims to strengthen the interaction between professional and voluntary cultural life and reinforce local and regional cultural volunteerism. Support can be provided for: (1) Hiring professional actors in art, culture, and cultural heritage to contribute to local or regional events, including wages, fees, travel costs, rental of venues for rehearsal, production or exhibition, logistics, graphic materials and marketing; (2) Competence and network development - support for initiatives that contribute to competence building, networking and establishment of meeting places within art, culture and cultural heritage, such as courses, seminars, workshops, and instruction aimed at volunteers and/or professional actors, or establishing new networks and permanent meeting places where professional and/or voluntary cultural actors can meet, share experiences, or coordinate and plan collaborations. The scheme does not provide support for events that have been completed before the application deadline, or where the event date is less than 6 weeks after the application deadline. Support is not provided for operations of fixed and already established networks and meeting places.
Miljøprisen
Møre og Romsdal fylkeskommune awards an annual environmental prize (Miljøprisen) to recognize and stimulate environmental work in the Møre og Romsdal region. The prize is awarded for particularly meritorious work in the areas of sustainable development, climate, biodiversity, pollution, or alternative and renewable energy. The award consists of an artwork created by an artist from Møre og Romsdal and 15,000 Norwegian kroner. The prize can be awarded to individuals, groups, organizations, schools, businesses, institutions, municipalities, or others who have made a particularly significant contribution to environmental work in the county. The Competence and Business Development Committee decides who receives the environmental prize, and the prize is awarded during the county council meeting in December.
Masterstipend
Møre og Romsdal fylkeskommune offers annual master's thesis scholarships to students writing theses that contribute to knowledge development about current issues in the county. The scholarship program consists of main themes in culture, competence, and business. Recipients are expected to present their thesis to the county administration when completed and contribute advice and input based on their work and findings. Fylkesprisen Årets bedrift
The County Prize for Company of the Year (Fylkesprisen Årets bedrift) is an annual award established in 1991 by Møre og Romsdal county municipality to motivate and inspire businesses in the county to contribute to society. The prize is awarded at the county council meeting in April and is open to companies from all industries including manufacturing, crafts, services, and experience industries. The award recognizes businesses in Møre og Romsdal that have distinguished themselves in one or more ways. Winners are evaluated based on multiple criteria including business economics, role in regional business development (technology and competence development, innovation, new establishments and employment, ripple effects in local communities and regions), internationalization, environmental profile (general environmental profile, environmentally friendly products and production), organization (management, recruitment and personnel strategy, health and safety profile), and strategy for taking on apprentices.
Forprosjekt nye utdanningstilbod
This grant supports educational institutions and organizations representing the workplace to develop educational programs that are particularly relevant to meet competency needs in the private and public sectors in Møre og Romsdal. The program aims to contribute to developing new educational offerings that meet labor market competency needs in the region. Projects that receive support should either lay the foundation for new offerings in the county or strengthen projects so they can succeed in national announcements for the development of new educational offerings. New educational offerings can be within the university and college sector, higher vocational education (fagskole), or upper secondary education, and must provide formal competence in the form of trade certificates or study credits. The program prioritizes projects where educational providers and workplace organizations collaborate clearly and in a committed manner.
Etablering og drift av studiesenter
Møre og Romsdal fylkeskommune lyser ut inntil 6,85 mill. kroner til studiesenter i Møre og Romsdal. Fylkeskommunen vil kunne tildele støtte til inntil tre studiesenter i 2026. Studiesenterordninga skal bidra til at utdanning og kompetanseutvikling blir tilgjengeleg for innbyggarar og tilsette i verksemder som ikkje kan følgje ordinær undervisning ved dei faste studiestadane som følge av lange avstandar. Eit studiesenter er ein fysisk møteplass og læringsmiljø som legg til rette for desentralisert og fleksibel utdanning og kompetanseutvikling i distrikta i samsvar med behova til individ og offentlege og private verksemder. Det er vidaregåande skolar, fagskolar, høgskolar og universitet som er fagleg ansvarleg for tilboda ved studiesentera. Måloppnåing skal bli vurdert etter følgande kriterium: auka innsats for etablering av fleire etterspurde fleksible og/eller desentraliserte tilbod om utdanning, auka tal på personar som tileignar seg etterspurd kompetanse, og fleire utanfor arbeidslivet får utdanning og kompetanseutvikling. Fylkeskommunen kan gi tilsegn om tilskot til studiesentera med ei varigheit på inntil tre år.
Desentralisert ordning for kompetanseutvikling i skolen (DeKom skole)

Riksantikvaren distributes 3.4 million kroner for value creation projects related to cultural heritage environments. The program supports projects connected to preservation strategies for cultural environments in rural and urban areas, or in business and industry. Value creation is understood as creating social, cultural, environmental and economic values through activities linked to the preservation and development of cultural environments. The grants aim to help ensure that cultural environments are used as resources and contribute to giving the cultural heritage field a clearer role in local and regional development. Projects must involve collaboration between multiple actors within the public and/or private sector. The program does not fund pure mapping, restoration, maintenance or conservation projects in this call. Grants typically cover no more than 50% of project costs. Priority areas for 2026 include 'knowledge and competence' and 'preservation and use' within the framework of the preservation strategies.

The grant program for cultural heritage competence in municipalities (KIK) is designed to strengthen competence and provide better oversight of heritage-worthy cultural environments, cultural heritage sites, and landscapes in Norwegian municipalities. Riksantikvaren allocates grants from the state budget to support work on cultural heritage competence in municipalities. The program prioritizes initiatives that strengthen the protection of cultural heritage interests in planning under the Planning and Building Act. The funds should contribute to increased competence in municipalities and promote collaboration. It is particularly important to consider cultural heritage as part of local and regional preparedness work to ensure and preserve cultural heritage interests. In 2026, the program continues largely as before, with a focus on completion of cultural heritage plans, implementation of risk and vulnerability analyses (ROS analyses) of cultural heritage, and targeted competence measures for regional administration. For regional administration, priorities include targeted competence initiatives that provide increased knowledge about management of cultural heritage in municipalities according to the Planning and Building Act in line with updated national initiatives in the cultural heritage field, and initiatives that provide increased knowledge about safeguarding cultural heritage in preparedness work.
IMDis tilskuddsordning for arbeidsgivere
This grant from the Norwegian Directorate of Integration and Diversity (IMDi) stimulates private and public employers to increase awareness of ethnic diversity as a resource, and supports initiatives for increased recruitment of immigrants and better utilization of their competence. The grant supports employer-specific initiatives such as improving inclusive recruitment practices, raising competence in inclusive leadership, increasing ethnic diversity in management through mentoring or trainee programs, better utilizing immigrant competence through mapping education and skills, and developing tools for more objective language assessments. Initiatives must be anchored in the organization's top management and lead to lasting changes in the organization. The funding has no upper limit and is budget-controlled, with awards made through holistic assessment of each application against criteria and expected impact on goal achievement.
