This grant program from the Norwegian Agricultural Directorate (Landbruksdirektoratet) provides subsidies to agricultural farms that deliver livestock manure to biogas plants in Norway. The subsidy is calculated per ton of livestock manure delivered to biogas facilities, weighted for dry matter content. The program aims to stimulate the delivery of livestock manure to biogas facilities for the production of biogas. Farms with livestock that deliver manure to either centralized biogas plants or farm-based biogas facilities are eligible to apply. Applicants must meet basic requirements outlined in agricultural production subsidy regulations, document that the manure is delivered to biogas plants that produce biogas, and have fertilization plans if they operate agricultural land with plant production. For deliveries to external biogas facilities, applicants must provide information about the quantity of manure delivered and its dry matter content. For smaller farm-based biogas plants, the subsidy can be calculated based on number of animals using rates specific to each animal type. All manure from relevant animal types in the application period must have been used in the farm facility, except manure from grazing.

The funding is specifically designed for storage facilities for manure and biogas plant residues, as well as other organic fertilizers. The subsidy aims to contribute to reduced pollution from livestock manure and better utilization of agricultural waste products. The program operates on a rolling application basis, though several regional offices have exhausted their agricultural funds and must reject applications. Applicants who receive rejections due to lack of funds can resubmit applications from September 1, 2026, with new decisions made in 2027. The grant covers up to 40% of approved costs for eligible projects.
