The program requires applicants to have equity/self-financing, social impact through documented volunteer hours, and projects must be completed within the calendar year and be open to all municipality residents.

Investments are defined as minor facilities, upgrades, facility adaptations, major equipment significant for conducting activities, and acquisitions of lasting value. The program emphasizes co-financing, and applicants must demonstrate a complete financing plan. Universal design is encouraged where feasible. Applicants must be voluntary organizations and associations in Asker registered in the Frivillighetsregisteret (Volunteer Registry).
