Fritidsfeltet er en verdifull arena for barn og unges helse og en viktig, uformell arena i kommunenes folkehelsearbeid. Lillestrøm kommune er stor i utstrekning, og for å nå målet om at alle barn og unge skal ha et fritidstilbud i nærhet av der de bor og bidra til å styrke de unges psykiske helse, er det essensielt med gode samarbeid mellom kommunen og frivilligheten. Tiltaket skal skape gode holdninger og forebygge utenforskap ved å fremme respekt, inkludering og trygghet gjennom aktiviteter og sosialt fellesskap. Programmet prioriterer tiltak i områdene Sørumsand og Lillestrøm by, samt aktiviteter i helgen og for juniorgruppa (10-13 år). Det gis støtte til både regelmessige tiltak og enkeltarrangementer som for eksempel åpen hall. Alle som mottar tilskudd må innhente politiattest for de som skal bidra i tilbudet, delta på fagmøter i regi av seksjon for møteplasser for barn og unge, og etablere dialog og samarbeid med den lokale kommunale fritidsklubben. Det skal til sammen deles ut omtrent 1 million kroner.

Telemark fylkeskommune tilbyr midler for internasjonalt samarbeid til kommuner, videregående skoler, universitetet, frivillige organisasjoner, næringslivet og andre relevante aktører i Telemark. Midlene kan brukes til utvikling av internasjonale prosjekter, arbeid med EU-prosjektsøknader og andre internasjonale prosjektutviklingsaktiviteter, samt skolesamarbeid. Dette er en støtteordning som fremmer internasjonalisering og samarbeid på tvers av landegrenser for aktører i Telemark fylke. Utviklingsmidlene skal bidra til å nå mål i strategi for kultur og reiseliv for Telemark fylkeskommune. This grant supports development projects that contribute to achieving the goals outlined in Telemark County's strategy for culture and tourism. The funding is designed for professional actors in the culture and tourism sectors to implement innovative projects that align with the regional strategic priorities. Applications are reviewed politically by the main committee in April following the March deadline.

Arrangementsstøtten skal bidra til å nå mål i strategi for kultur og reiseliv for Telemark fylkeskommune. Ordningen støtter arrangementer med regional verdi som gjennomføres i Telemark og bidrar til å nå mål i Telemark fylkeskommunes strategi for kultur og reiseliv. Søknader kan komme fra arrangører av store nasjonale og internasjonale arrangementer innenfor idrett, organisasjoner innenfor kultur og friluftsliv, samt profesjonelle kunstnere, arrangører og kulturutøvere. Retningslinjene for ordningen ble vedtatt av hovedutvalg for kultur, reiseliv og frivillighet 19. november 2025, og søknadene vil bli behandlet av hovedutvalget i april 2026.

Telemark fylkeskommune tilbyr flerårige samarbeidsavtaler til aktører på kulturfeltet i Telemark. Fylkeskommunen har inngått samarbeidsavtaler med 31 aktører på kulturfeltet for perioden 2026-2028. Avtalene skal bidra til å nå mål i ny strategi for kultur og reiseliv. Ordningen er åpen for profesjonelle kunstnere, kulturutøvere og ensembler, kompetansesentre, festivaler og profesjonelle arrangører, samt frivillige organisasjoner med regionalt nedslagsfelt innen kunst, kultur, idrett og friluftsliv. Nye samarbeidsavtaler vil bli lyst ut igjen i 2028, og vil da gjelde for fire år (2029-2032).

Projects can have a duration of up to 3 years, though funding is awarded annually. The Honorarium Support program focuses on initiatives with a clear arts and cultural profile intended to contribute to competence development in cultural volunteerism, with honorarium support specifically used to compensate professional cultural practitioners in collaborative projects.

Spillemidler til bygging og rehabilitering av idrettsanlegg skal bidra til en infrastruktur som gir befolkningen mulighet til både egenorganisert aktivitet og aktivitet i regi av den frivillige medlemsbaserte idretten. Det kan søkes om tilskudd til bygging og rehabilitering av idrettsanlegg som er åpne for allmenn idrettslig virksomhet og som ikke er underlagt kommersielle interesser. Hovedregel er at det kan søkes om tilskudd med inntil 1/3 av anleggets godkjente kostnad opp til et maksimumsbeløp på kr 1 000 000. Nedre grense for godkjent kostnad ved beregning av tilskudd er kr 150 000. Det er et grunnleggende prinsipp at støtte i form av spillemidler ikke skal danne grunnlag for fortjenestebaserte eierformer eller omdannes til fortjeneste for private eiere.

Telemark fylkeskommune tilbyr tilskudd til idrettsarrangementer for å bidra til at det blir arrangert flere nye og store idrettsarrangementer i Telemark. Ordningen skal legge til rette for en aktiv og attraktiv region, der idrettsarrangementer med regional, nasjonal og internasjonal betydning er viktige for å bygge Telemark som idrettsfylke. Midlene som tildeles skal gi arrangørene støtte i planleggingen og gjennomføringen av arrangementene. Fylkeskommunen ønsker å bidra til at det blir arrangert flere idrettsarrangementer i fylket, og dermed styrke regionens posisjon som en aktiv idrettsregion.

Telemark fylkeskommune deler ut årlige toppidrettsstipend til talentfulle utøvere fra fylket. Toppidrettsstipend skal bidra til å bygge Telemark som idrettsfylke samt legge til rette for en aktiv og attraktiv region. Stipendet skal gi unge utøvere inspirasjon og muligheter til videre satsing og personlig utvikling i sin idrett. Det kan søkes stipend til trening, konkurranse og utstyr, og tildelingene bør sees i sammenheng med talentutviklingsprosjekter i Telemark. Telemark fylkeskommune har satt av en årlig økonomisk ramme på 120 000 kroner til toppidrettsstipend. Det deles ut inntil 3 stipend årlig på 40 000 kroner til idretts- og parautøvere. Toppidrettsstipend kan mottas mer enn en gang.

Spillemidler til bygging og rehabilitering av anlegg for idrett, friluftsliv og fysisk aktivitet skal bidra til en infrastruktur som gir befolkningen mulighet til både egenorganisert aktivitet og aktivitet i regi av frivillige. Programmet støtter bygging og rehabilitering av idrettsanlegg, friluftslivsanlegg og nærmiljøanlegg som er åpne for allmenn idrettslig virksomhet eller egenorganisert aktivitet, og som ikke er underlagt kommersielle interesser. Det kan også søkes om tilskudd til kjøp og innredning av eksisterende anlegg og universell utforming av eldre idrettsanlegg. Anleggene deles inn i ordinære anlegg og nærmiljøanlegg med ulike tilskuddssatser.

This grant supports development and maintenance projects in state-secured outdoor recreation areas and areas protected under the Marka Act in Norway. The goal is to promote outdoor recreation activities through environmentally friendly facilitation and management, making these areas easily accessible and attractive for public outdoor recreation. Eligible projects include development of information boards, access roads, parking areas, trails, fishing spots, accessibility improvements for persons with reduced mobility, beaches, docks, toilets, waste facilities, planting and maintenance, and cultural heritage communication. Only local management authorities - municipalities and regional outdoor recreation councils - can apply. A mandatory requirement is that applicants have an approved management plan for the outdoor recreation area. The scheme prioritizes areas in or near cities and densely populated areas, heavily used or potentially heavily used areas, areas with limited accessible shoreline under significant pressure, and areas connected to inland waterways. Projects with co-financing or volunteer work contributions receive priority. The application deadline is December 1st annually.

Spillemidler til bygging og rehabilitering av anlegg for idrett, friluftsliv og fysisk aktivitet skal bidra til en infrastruktur som gir befolkningen mulighet til både egenorganisert aktivitet og aktivitet i regi av frivillige. Støtteordningen er tilgjengelig for kommuner, fylkeskommuner, idrettslag, frivillige organisasjoner og andre sammenslutninger som oppfyller krav til organisasjonsform. Det kan søkes om tilskudd til bygging og rehabilitering av idrettsanlegg, friluftslivsanlegg og nærmiljøanlegg som er åpne for allmenn idrettslig virksomhet eller egenorganisert aktivitet, og som ikke er underlagt kommersielle interesser. Søknad om tilskudd fremmes elektronisk på anleggsregisteret.no, og må sendes via kommunen som har egne søknadsfrister. Det er et grunnleggende prinsipp at støtte i form av spillemidler ikke skal danne grunnlag for fortjenestebaserte eierformer eller omdannes til fortjeneste for private eiere.

RK-midlene (Rekruttering og kompetanseheving) er tilskuddsmidler satt av gjennom jordbruksoppgjøret over Landbrukets utviklingsfond. Det overordnede målet for tilskuddsordningen er å bidra til rekruttering og kompetanseheving av næringsutøvere som kan ivareta og styrke verdiskapingen i landbruket regionalt. Målgruppen for midlene er etablerte og potensielle næringsutøvere i landbrukssektoren i Telemark fylke. Tilskuddet kan gis til tiltak som bidrar til rekruttering og kompetanseheving hos næringsutøvere innenfor rammer fastsatt i jordbruksoppgjøret og statsbudsjettet. Prioriterte områder for ordningen inkluderer støtte til etterutdanning i landbruket, og tiltak som retter seg mot rekruttering, likestilling og omdømmebygging. Særlig prioriteres tiltak som bidrar til å styrke rekruttering til landbruksutdanning og etterutdanning for næringsutøvere. Det kan gis inntil 50% tilskudd av godkjent kostnadsoverslag, og i særlig begrunnede tilfeller kan det gis inntil 75% tilskudd. Søkere må være kommuner, organisasjoner, forsknings- og utviklingsinstitusjoner eller naturbruksskoler registrert i Enhetsregisteret. Tilskuddsrammen for 2024 er 518 000 kroner. Kostnader til kursdeltageres reise og opphold kan ikke inkluderes i kostnadsoverslaget. Søknaden må begrunnes med hvilke prioriteringer i handlingsprogrammet for 2024 til Regionalt næringsprogram (RNP) tiltaket bidrar til.

The RT-midler (Regional Facilitation Measures) is a funding program established through the agricultural agreement, providing grants for regional business development, recruitment, and competence building in agriculture. The program aims to strengthen value creation in the agricultural sector through support for development initiatives in conventional or organic farming, other agriculture-based industries, and measures that enhance recruitment and competence among agricultural operators. Applications must be aligned with the Strategy for Agriculture 2026-2028 and its associated Action Program. The funding is distributed through two application rounds per year, with 75% of the available budget allocated in the spring deadline and the remainder in the autumn deadline.

Telemark fylkeskommune provides operational grants to vocational colleges (fagskoler) in the county to offer competencies needed by the labor market locally, regionally, and nationally. Both private and public vocational colleges can apply for funding to support accredited higher vocational education programs. The grant aims to stimulate high quality and completion in higher vocational education while helping meet societal competency needs. The funding is distributed by the county based on allocations from the Directorate for Higher Education and Competence (HK-Dir). Eligible programs must be NOKUT-accredited or self-accredited within areas where schools have subject-area accreditation, with study locations or headquarters in Telemark.

Vestfold fylkeskommune deler ut inntil 5 stipend årlig til idretts- og parautøvere. Toppidrettsstipend skal bidra til å bygge Vestfold som idrettsfylke samt legge til rette for en aktiv og attraktiv region. Det skal gi unge utøvere inspirasjon og muligheter til videre satsing og personlig utvikling i sin idrett. Det kan søkes stipend til trening, konkurranse og utstyr. Tildelingene bør sees i sammenheng med talentutviklingsprosjekter i Vestfold. Toppidrettsstipend kan mottas mer enn en gang. Utøveren må være fra Vestfold, representere fortrinnsvis en klubb fra Vestfold, være i aldersgruppen 18-23 år, og kunne dokumentere resultater på høyt nasjonalt/internasjonalt nivå. Søkere må sende inn faktaopplysninger, CV, budsjett, og anbefaling fra relevant idrettsorganisasjon.

Regionalt kulturfond is a state-funded grant program administered by county municipalities in Norway. The grant stimulates increased activity and participation in cultural life, strengthens collaboration between professional and volunteer cultural sectors, reinforces local and regional cultural volunteerism, and contributes to increased quality in arts and cultural offerings locally and regionally. The fund supports three main categories: Production (enhancing quality through professional-amateur collaboration), Cooperation (strengthening cultural volunteerism through partnerships), and Culture for All (promoting diversity through recruitment and new cultural expressions). Activities must involve collaboration between professional cultural actors and volunteers, take place in Vestfold, and start in 2026.

Tilskuddsordningen skal bidra til at kunst og kultur når flere og nye mennesker, og stimulere kulturprosjekter av høy kunstnerisk kvalitet. Visjonen er et mangfoldig kulturliv som representerer en bredde av uttrykk. Søkere som har fokus på bærekraft og klimakonsekvenser i sine prosjekter, innhold og/eller arbeidsmetoder vil bli høyt prioritert. Det kan søkes innenfor 3 kategorier: Produksjonsstøtte for profesjonelle kunstnere og ensembler som utvikler nye produksjoner i Vestfold; Arrangørstøtte for profesjonelle arrangører med helårsprogram, med prioritet til de som mottar støtte fra Kulturrådet; og Festivalstøtte for festivaler med høyt kunstnerisk nivå som bidrar til kunstnerisk mangfold i regionen. Ordningen støtter ikke produksjon av skjønnlitterære bøker, musikkinnspillinger, spillefilmer, dokumentarfilmer, historiske festivaler eller turnéstøtte.
