The funding is intended for innovative or unique leisure-time activities that contribute to inclusion goals but are of a different character than standard activity types. Activities must take place during free time (afternoons, evenings, weekends, and holidays) and be organized as group offerings. The program emphasizes high-quality applications due to its open-ended nature and fewer predefined criteria. Eligible applicants include public institutions, voluntary organizations, and private actors, with the requirement that participating municipalities must be enrolled in the broader inclusion scheme. The funding aims to prevent children and young people from experiencing social exclusion due to risk factors such as growing up in low-income families, lacking social networks, limited school/work connections, or minimal participation in leisure activities.

This grant supports the establishment, development, and operation of youth clubs, community centers, or similar open meeting places for young people aged 10-24 years. The funding is designed to create social arenas where children and youth, regardless of background, can meet regularly and participate on equal terms. An open meeting place should be a low-threshold offering of an open character, where participants do not need to register in advance and can 'drop by'. The venue may include activity offerings such as cooking, homework help, various group activities, excursions, workshops, and cultural events. There must be adults present who ensure safe and good frameworks for the meeting place and the activities offered there. The program targets children and youth at risk of social exclusion, including those growing up in low-income families, lacking social networks, lacking connection to school or work, or lacking participation in leisure activities.

This grant supports activity guides who work to help children and youth who are on the outside, participate in leisure activities. An activity guide functions as a mediator of information and support, helping to lower the threshold for participating in leisure activities. The guide can be contacted via an interest form on the internet or through contact persons in the municipality, a voluntary organization, or club/association. After a child/youth/family has expressed interest, the activity guide contacts the family to find a suitable leisure activity for the child/youth in the local community. The activity guide clarifies practical questions such as payment or need for equipment, follows the child to the leisure activity, and arranges further follow-up. The target group is children and youth aged 0-24 years who are at risk of social exclusion for various reasons, including growing up in low-income families, lacking social networks, lacking connection to school/work, or lacking participation in leisure activities.

This grant supports the establishment or development of equipment lending centers (utstyrssentraler) that provide free or low-cost access to equipment for leisure activities. The primary goal is to reduce economic barriers to participation in recreational activities for children and youth at risk of social exclusion. Equipment centers can lend sports equipment, musical instruments, or audio/video equipment, and can be organized and operated by municipalities, organizations, or associations. The grant covers equipment purchases and/or costs related to facilities, maintenance, or administration of lending operations, including staff salaries. The main purpose is to mitigate the consequences of growing up in low-income families by providing the target group with free or very low-cost equipment rental.

This grant supports farmers and agricultural operators in covering costs for replacement workers when they cannot participate in farm operations due to illness, pregnancy, childbirth, or caring for sick children. The subsidy aims to help agricultural enterprises maintain operations during periods when the farmer is unable to work. The grant is available to those with business income from farms, horticulture, livestock production, or year-round greenhouse production. For plant production or honey production, the grant is available during the growing season from April 15 to October 1.
