This is an operating grant program managed by the Norwegian Cultural Directorate (Kulturdirektoratet) aimed at stimulating increased amateur activity in performing arts. The program provides operational support to national and regional voluntary organizations whose primary purpose is performing arts with amateurs. Regional organizations must contribute to activities of national character with impact in at least three counties and significant geographical spread. Network actors must serve as a national resource without requiring membership or subscription. The grant is funded through gaming revenue allocated to cultural purposes and is administered under the Ministry of Culture and Equality.

The grant is provided as a fixed annual grant that can last for up to five years. The program is designed for established performing artists who can demonstrate a growing and developing artistic practice, engage in production and dissemination, are registered in the Norwegian Business Registry, and have the majority of their activities in Norway.
