Tilskudd til sentralledd frivillige organisasjoner – aktivitet i minst fem kommuner
This grant supports central-level voluntary organizations that provide activity programs in at least five municipalities for children and youth aged 0-24 who are at risk of social exclusion. The program funds projects organized as group activities during leisure time, including national summer vacation programs, year-round leisure activities, or combinations of vacation and leisure activities. Activities must take place during children's free time - afternoons, evenings, weekends, and holidays. The grant requires organizations to be registered in the Norwegian Volunteer Registry and to have activities in at least five municipalities or districts. Organizations must contribute a minimum of 5% co-financing of the total grant amount. The program aims to prevent social exclusion among children and youth from low-income families, those lacking social networks, those disconnected from school or work, and those not participating in leisure activities.
Tilskudd til annen lokal aktivitet
This grant supports special projects and activities for children and youth (ages 0-24) at risk of social exclusion that do not fit into other predefined activity categories within the inclusion program. The funding is intended for innovative or unique leisure-time activities that contribute to inclusion goals but are of a different character than standard activity types. Activities must take place during free time (afternoons, evenings, weekends, and holidays) and be organized as group offerings. The program emphasizes high-quality applications due to its open-ended nature and fewer predefined criteria. Eligible applicants include public institutions, voluntary organizations, and private actors, with the requirement that participating municipalities must be enrolled in the broader inclusion scheme. The funding aims to prevent children and young people from experiencing social exclusion due to risk factors such as growing up in low-income families, lacking social networks, limited school/work connections, or minimal participation in leisure activities.
Tilskudd til koordinering av lokalt arbeid
This grant supports municipalities in Norway to coordinate, facilitate, and organize collaboration internally within the municipality and between the municipality and other actors. The goal is to increase participation of children and young people (ages 0-24) at risk of social exclusion in leisure activities. Coordination work must occur at the systems level. Municipalities can establish or further develop collaborative structures, create action plans for increased participation in leisure activities, develop overviews of leisure activities, create routines for collaboration, and work toward good information exchange among all who work with the target group. The coordination work should be based on existing conditions related to children and young people's participation in leisure activities in the municipality, including identifying barriers to participation and existing support measures. Youth participation should be facilitated through methods such as youth conferences or inclusion of student/youth councils in coordination work.
Tilskudd til utprøving av arbeidsmodell
This grant program supports the testing of working models aimed at increasing participation in leisure activities for children and youth aged 0-24 who are at risk of social exclusion. The program requires collaboration between at least two sectors (public, private, or voluntary) to trial new approaches that remove barriers to participation. Projects may test new forms of cooperation, recruitment methods, or adaptations to activities to make them more accessible and attractive to the target group. The grant is designed to increase both participation in leisure activities and cooperation between relevant actors working with children and youth at risk of exclusion. Applications can be submitted by public institutions, voluntary organizations, and private actors for projects lasting up to three years.
Tilskudd til åpen møteplass
This grant supports the establishment, development, and operation of youth clubs, community centers, or similar open meeting places for young people aged 10-24 years. The funding is designed to create social arenas where children and youth, regardless of background, can meet regularly and participate on equal terms. An open meeting place should be a low-threshold offering of an open character, where participants do not need to register in advance and can 'drop by'. The venue may include activity offerings such as cooking, homework help, various group activities, excursions, workshops, and cultural events. There must be adults present who ensure safe and good frameworks for the meeting place and the activities offered there. The program targets children and youth at risk of social exclusion, including those growing up in low-income families, lacking social networks, lacking connection to school or work, or lacking participation in leisure activities.
Tilskudd til aktivitetsguide
This grant supports activity guides who work to help children and youth who are on the outside, participate in leisure activities. An activity guide functions as a mediator of information and support, helping to lower the threshold for participating in leisure activities. The guide can be contacted via an interest form on the internet or through contact persons in the municipality, a voluntary organization, or club/association. After a child/youth/family has expressed interest, the activity guide contacts the family to find a suitable leisure activity for the child/youth in the local community. The activity guide clarifies practical questions such as payment or need for equipment, follows the child to the leisure activity, and arranges further follow-up. The target group is children and youth aged 0-24 years who are at risk of social exclusion for various reasons, including growing up in low-income families, lacking social networks, lacking connection to school/work, or lacking participation in leisure activities.
Tilskudd til kultur- og aktivitetskort
This grant program provides funding for culture and activity card schemes that give free or discounted access to individual activities and experiences for children and youth. The card can be designed either physically or digitally, as a card, app, website or something else suitable for the target group. The program aims to give children and youth in families with low income the opportunity to participate in activities they otherwise would not be able to afford. Eligible activities include swimming pools, cinemas, museums, theaters, trampoline parks, concerts, sports events, amusement parks, climbing parks, courses, go-karting, bowling and similar experiences. The scheme is part of a broader effort to include children and youth who are at risk of social exclusion.
Tilskudd til utstyrssentral
This grant supports the establishment or development of equipment lending centers (utstyrssentraler) that provide free or low-cost access to equipment for leisure activities. The primary goal is to reduce economic barriers to participation in recreational activities for children and youth at risk of social exclusion. Equipment centers can lend sports equipment, musical instruments, or audio/video equipment, and can be organized and operated by municipalities, organizations, or associations. The grant covers equipment purchases and/or costs related to facilities, maintenance, or administration of lending operations, including staff salaries. The main purpose is to mitigate the consequences of growing up in low-income families by providing the target group with free or very low-cost equipment rental.
Tilskudd til jobbtilbud og veiledning
This grant program supports part-time jobs, summer jobs, job preparatory activities, guidance and courses for children and youth ages 0-24 who are at risk of social exclusion. The program aims to provide work experience through jobs arranged through municipalities or organized as work placements in businesses. Activities must take place during leisure time (afternoons, evenings, weekends, and holidays) and include follow-up of both youth and employers. The grant can support offers of two-week summer jobs, weekly part-time jobs throughout the year, or job-preparatory activities such as job search courses, mentorship programs, and courses related to conflict management and social coping. Activities may also include volunteer work opportunities that help the target group enter the workforce, including practical work experience, CV and job application skills, and interview practice.
Tilskudd til lokal fritidskasse
This grant supports the establishment or continuation of local leisure funds (fritidskasse) to cover costs associated with participation in leisure activities for children and youth at risk of social exclusion. The funds can be used to cover equipment, travel to leisure activities, and expenses related to camps or competitions. Examples include travel expenses for weekly leisure activities, participation in football tournaments, band gatherings, and equipment such as shoes, uniforms, skis, balls, skates, instruments, or similar. Municipalities can additionally cover participation fees for regular, organized leisure activities. The leisure fund must be organized in collaboration between the municipality and voluntary organizations, and should be structured so that the target group does not experience stigma when using it. The program aims to increase participation in leisure activities for children and youth aged 0-24 who face risks of social exclusion due to factors such as low family income, limited social networks, lack of connection to school or work, or limited participation in leisure activities.
Tilskudd til kultur-, fritids- og ferieaktivitet
This grant supports cultural, recreational, and holiday activities organized as group offerings for children and young people aged 0-24 who are at risk of social exclusion. Eligible activities include summer camps, overnight trips, after-school activities, theater groups, homework help, and similar programs. Activities must be organized as group offerings that take place during leisure time (afternoons, evenings, weekends, and holidays) and should create safety, community, belonging, and mastery. The program requires participating municipalities to have a coordination function that oversees voluntary and public work directed at the target group.
