Youth navigators work directly with young people on their own arenas (school, home, and leisure time), help them access necessary support services, collaborate with parents and other important people in the young person's network, and ensure that help provided is holistic and tailored. The grant and co-financing are primarily used to pay the salaries of youth navigators, with a limited portion available for necessary administrative costs and expenses for travel and accommodation related to competency-building measures.

This grant supports the establishment or continuation of local leisure funds (fritidskasse) to cover costs associated with participation in leisure activities for children and youth at risk of social exclusion. The funds can be used to cover equipment, travel to leisure activities, and expenses related to camps or competitions. Examples include travel expenses for weekly leisure activities, participation in football tournaments, band gatherings, and equipment such as shoes, uniforms, skis, balls, skates, instruments, or similar. Municipalities can additionally cover participation fees for regular, organized leisure activities. The leisure fund must be organized in collaboration between the municipality and voluntary organizations, and should be structured so that the target group does not experience stigma when using it. The program aims to increase participation in leisure activities for children and youth aged 0-24 who face risks of social exclusion due to factors such as low family income, limited social networks, lack of connection to school or work, or limited participation in leisure activities.

Fritidskassa is a subsidy program offered by Asker municipality aimed at enabling more children and young people to participate in leisure activities. The program provides financial support to cover costs such as equipment, travel, camps, and participation fees for regular, organized activities. Organizations and associations that operate leisure activities for children and youth in Asker municipality can apply on behalf of members who need economic support. The target group is children and young people aged 0 to 24 years who require financial assistance to participate in leisure activities. Applications are processed on a rolling basis with an expected response within three weeks. The subsidy covers ordinary activities for one year from the decision date, but does not support advanced-level pursuits, one-time events, or legally mandated services.
