This grant program supports development and collaboration projects in child welfare services in Norway. The program funds time-limited initiatives and measures with high probability of achieving goals, supporting the development of new approaches and improved dialogue between different services and actors in the child welfare field. Projects can receive funding for up to three years. Priority is given to projects focused on user participation (especially children with child welfare experience), dialogue between child welfare services and minority populations (including indigenous and national minorities), and facilitating involvement of vulnerable children's relatives and networks. The goal is to develop the child welfare field through prevention of problem development and ensuring that vulnerable children and youth receive better help for life management and development in safe environments.

This grant program supports organizations working in the child welfare sector in Norway. The goal is to develop the child welfare field by stimulating user and interest organizations to strengthen their engagement and shared responsibility for vulnerable children, young people and their families. Organizations must be registered in the Norwegian Volunteer Registry and demonstrate that the program's objectives align with their core activities. The grant supports general operations of organizations that promote user participation in child welfare at individual, group and system levels. Organizations must have operated for at least two years and have a nationwide reach. The program aims to support organizations that complement other actors' efforts, have systematic influence at the system level, are representative of the target group, work for their own target group's interests, and facilitate their target group's ability to influence and participate in the organization.

Tilskot til oppgradering av krisesenterbygg

This grant program provides funding to Norwegian municipalities for the renovation, adaptation, and replacement of unsuitable crisis center buildings and facilities. The grant covers up to 50% of the costs for municipalities to upgrade, renew, or expand crisis centers. Kommunalt forebyggingsprogram for barn og unge

Dette er en ny, tverrsektoriell tilskuddsordning som skal styrke kommunenes arbeid med å sikre gode oppvekstsvilkår og forebygge utenforskap blant barn og unge. Målet med tilskuddsordningen er å legge til rette for gode oppvekstsvilkår og forebygge at barn og unge faller utenfor. Ordningen skal støtte opp under kommunens forebyggende arbeid for barn og unge, og bidra til målrettet og helhetlig innsats, på tvers av ulike sektorer. Ordningen skal også bidra til å utjevne sosiale forskjeller blant barn og unge. Tilskuddet kan brukes til både universelle tiltak og tiltak rettet mot grupper av utsatte barn, unge og deres familier, inkludert innsatser innenfor lovpålagte tjenester som helsestasjons- og skolehelsetjenesten, barnehage, skole, Nav, og barnevern. Kommunen kan samarbeide og løse felles oppgaver gjennom vertskommunesamarbeid, interkommunalt selskap eller kommunalt oppgavefellesskap.

Tilskot til foreldrestøttande tiltak

This grant program from the Norwegian Directorate for Children, Youth and Family Affairs (Bufdir) supports municipalities in implementing parent-support measures. Applications for 2026 can be two-year (2026-2027), though approval for 2027 is not guaranteed as the program will merge into a new prevention program from 2027 onwards.

Municipalities can establish or further develop collaborative structures, create action plans for increased participation in leisure activities, develop overviews of leisure activities, create routines for collaboration, and work toward good information exchange among all who work with the target group. The coordination work should be based on existing conditions related to children and young people's participation in leisure activities in the municipality, including identifying barriers to participation and existing support measures. Youth participation should be facilitated through methods such as youth conferences or inclusion of student/youth councils in coordination work.

This grant supports the establishment or continuation of local leisure funds (fritidskasse) to cover costs associated with participation in leisure activities for children and youth at risk of social exclusion. The funds can be used to cover equipment, travel to leisure activities, and expenses related to camps or competitions. Examples include travel expenses for weekly leisure activities, participation in football tournaments, band gatherings, and equipment such as shoes, uniforms, skis, balls, skates, instruments, or similar. Municipalities can additionally cover participation fees for regular, organized leisure activities. The leisure fund must be organized in collaboration between the municipality and voluntary organizations, and should be structured so that the target group does not experience stigma when using it. The program aims to increase participation in leisure activities for children and youth aged 0-24 who face risks of social exclusion due to factors such as low family income, limited social networks, lack of connection to school or work, or limited participation in leisure activities.

Bostøtte (Housing Support)

Lillestrøm Kommune

Bostøtte is an economic support program for individuals with low income and high housing costs in Lillestrøm, Norway. The program includes both state housing support (Husbankens bostøtte) administered by Husbanken and municipal housing support (kommunal bostøtte) for specific eligible recipients. State housing support is available to those meeting income and housing cost criteria, with applications processed through Husbanken but managed by the municipality. Municipal housing support is specifically for recipients of disability pension, old-age pension, or survivor's pension who rent municipal housing or housing where the municipality has allocation rights.
